U.S. charges former Cuban president Raul Castro in connection with downing plane in 1996

Acting Attorney General Todd Branch announced in a speech at Miami’s Freedom Tower that the United States will also charge Castro with destroying the plane and four counts of murder in the deaths of Armando Alejandre Jr., Carlos Alberto Costa, Mario Manuel de la Pena and Pablo Morales.
