Iran war shows norms of international conflict have been subverted

Iran has attacked energy infrastructure in Qatar, the United Arab Emirates, Saudi Arabia, Bahrain, Kuwait, Oman, Iraq and Israel. The International Energy Agency (IEA) said at least 40 energy assets in nine countries had suffered “serious or very severe” damage since the war began.
