Florida Attorney General James Uthmeier he announced On Thursday his office will investigate OpenAI for harming children, which can threaten national security, and its connection with to shoot which took place at Florida State University last year.
“ChatGPT may have been used to assist the killer in the mass shooting at Florida State University that tragically killed two people,” Attorney General Uthmeier said in a video posted on social media.
On the day of the FSU shooting in April, the suspect he says he asked ChatGPT how the world will react to the FSU shooting, and what will be the busiest time for the FSU student body. The messages could be used as evidence against the accused in October in connection with the shooting.
The attorney general also cited concerns about ChatGPT encouraging suicide in some cases, which is documented in many cases brought by families against OpenAI. He also expressed concern that the Chinese Communist Party could use OpenAI technology against the United States.
“When the big tech releases these technologies, they shouldn’t — they can’t — put our security at risk,” he said. “We support innovation. But that does not give any company the right to put our children at risk, start terrorism, empower America’s enemies, or threaten our national security.”
He also called on the Florida legislature to “act quickly” to protect children from the negative effects of AI.
“Every week, more than 900 million people use ChatGPT to improve their daily lives through tasks like learning new skills or managing complex healthcare systems,” an OpenAI spokesperson said in a statement to TechCrunch. “Our ongoing conservation work is instrumental in delivering these benefits to everyday people, as well as supporting scientific research and discovery.”

OpenAI added that it builds and continues to improve ChatGPT to understand user intent and respond in appropriate, secure ways. The company said it would cooperate with the Florida Attorney General’s investigation.

This comes as chatbot developers face pressure to focus on their child abuse detection (CSAM) capabilities. According to a recent report from a Internet Watch Foundationthere were more than 8,000 reports of CSAM generated by AI in the first half of 2025, which represents an increase of 14% year-on-year.
The OpenAI initiative advocates reforming the law to protect against abuses created by AI, refining the reporting process to make it legal, and establishing safeguards against the misuse of AI tools.
