ByteDance, the Chinese TikTok company, recently established a separate American organization to run the program’s operations in the US. This repair requires separation US TikTok from its Chinese parentage, addressing concerns about data privacy and foreign control.
The move came after years of pressure from lawmakers, who fear the Chinese government could gain access to information about Americans. In 2024, Congress enacted the lawordering TikTok’s US operations to be separated from ByteDance.
Under the new arrangement, nearly 80% of US TikTok is owned by non-Chinese investors, while ByteDance only owns 19.9%. The newly formed entity, “TikTok USDS Joint Venture LLC,” licenses the TikTok concept from ByteDance and is independently responsible for content control, and oversees data security, algorithm security, and program management.
The investment management team is made up of Oracle, the private equity firm Silver Lake, and investment firm MGX. Each has a share of 15%, 45% of the US business. Here’s what you need to know about them.
Oracle is a leading computing and database company that works with leading companies, such as OpenAI. Oracle previously tried to acquire TikTok and already provides the cloud infrastructure for the application, managing the content of US users.
Under the new agreement, Oracle will act as a security partner, monitoring TikTok’s security compliance in the US, overseeing data storage, and overseeing changes to the content promotion algorithm.
It is important to note that Oracle co-founder Larry Ellison, who is now the company’s executive chairman and chief technology officer, is a well-known billionaire who has ties to President Trump.

MGX is an AI investment management company based in the United Arab Emirates, which sells semiconductors and data centers. The company was co-founded by Mubadala (an Abu Dhabi investment fund) and G42, an Emirati AI company.
MGX’s US TikTok division can power the key decisions that shape TikTok’s AI strategy. The company previously supported Elon Musk’s xAI, Anthropic, and OpenAI, and co-funded the $100 billion AI data center announced by President Trump, in which Oracle is participating.
I should also mention that MGX has a partnership with Microsoft and BlackRock.
Silver Lake, a leading US venture capital firm, has made significant investments in technology companies, including Airbnb, Twitter, Dell Technologies, Tesla, and Waymo. His position at US TikTok is financial and technical, providing funding and technology to help improve the platform’s performance.
Notably, Silver Lake has partnered with MGX in the past, including during the find about a major stake in software and chip company Altera last year. In addition, Silver Lake invested G42 starting in 2021.
