Fuel crisis deepens as Cuban refinery catches fire

The Foreign, Commonwealth and Development Office recently warned: “Authorities have introduced fuel rationing, curtailed public services and made temporary changes to health care, education, transport and tourism operations to save severely limited energy supplies.”
