We’re going to go a little deeper today, which may make this story look different from what we’re used to. There is a reason!
This letter is out of scope, but sometimes there are government policies that affect tech companies and startups. Which brings me to California and the new autonomous vehicle testing and transmission regulations that were issued this week by the state Department of Motor Vehicles.
There are two new rules – a total of 100 pages – that meet the requirements of to try and sending among the AVs. I have spent the last few days talking to engineers and people who work in the AV industry and found that they have strong opinions. and few want to talk openly about it. But thanks to public comment period of these laws, we have information on what these companies contributed and what they did not.
The rules include new, stronger requirements for collection and sharing, education, and performance. Here are a few things that stuck out and what insiders told me.
How can you get a robotaxi ticket? Under the new laws, law enforcement can cite AV companies for infringing on their vehicles. The law, called “Notice of Autonomous Vehicle Noncompliance,” requires the manufacturer (meaning the robotaxi company) to report the violation to the DMV within 72 hours of receiving it from law enforcement.
I have heard several interpretations of the law and how it will be applied, but there does not appear to be any monetary fines associated with these violations. Instead, these violations are other data that the DMV can use to identify problems and take action as needed.

Insiders told me that data is more feasible and more important than financial fees. My question: Why not?
Good news for companies: The DMV will now allow heavy-duty vehicles with autonomous vehicle technology to be tested and put on public roads. Self-driving companies are happy about this. Daniel GoffVP of external affairs at Kodiakhe told me that the company is already working on the necessary documents to write a permit.
Corporate burdens: The word that came out of every conversation I had with someone in the AV industry was “heavy.” And it was constantly being used for new ways of collecting and sharing rules.
Good, inconsistent reports; Hello, problems: Others were happy to see the annual reports of layoffs end. The separate reports, which detail how public drivers have had to improve due to technical failures or safety concerns, have been controversial because the companies use different standards. This has made it impossible to compare results or test the capabilities of autonomous vehicle technology.
That entire section has been removed and should instead refer to a “system failure to drive the vehicle.” This can be seen as semantics – trading one word sentence for another. Insiders tell me that despite the good symetric, it sounds better than the one it set. This does not mean that he is loved.
There is much more in the text, including the need to provide annual updates to first responder communication policies, access to emergency response vehicles, two-way communication with a 30-second response time, and updated training requirements to ensure safe and timely interactions with first responders.
