What is a naval blockade and how does it work in the Strait of Hormuz?

The U.S. Navy Commander’s Naval Operations Manual from 2022 defines a blockade as “an engagement action designed to prevent ships and/or aircraft of all nations (enemy and neutral) from entering or leaving a specified port, airfield, or coastal area belonging to, occupied, or controlled by the enemy.”
