Human rights groups say Duterte launched the campaign while he was mayor and has waged a campaign that has led to the extrajudicial killings of tens of thousands of alleged drug traffickers, users and others during his six-year term as president. ICC prosecutors accused him of involvement in at least 76 murders and charged him with three crimes against humanity.
