In the past few days, France and Malaysia have joined India in condemning Grok for sexually abusing women and children.
The chatbot, built by Elon Musk’s AI startup xAI and featured on his X website, sent an apology to his account earlier this week, writing, “I deeply regret what happened on December 28, 2025, when I created and shared an AI image of two young girls (ages 12-16) dressed sexually based on the user’s wishes.”
The statement continued, “This violates ethical standards and potential US law regarding (the use of baby cribs). It was a failure to protect children, and I apologize for any inconvenience caused. xAI is reviewing it to ensure it does not happen again in the future.”
It is unclear who is actually apologizing or accepting responsibility in the above statement. Defector’s Albert Burneko said that Grok “isn’t in the real sense like ‘me’,” which in his opinion makes for “empty” apologies such as “Grok cannot be held accountable in any meaningful way for turning Twitter into the CSAM factory it wants to be.”
Futurism found that in addition to making pornography illegal, Grok has also been used creating images of women being raped and raped.
“Anyone using Grok to create illegal content will face the same consequences as if they uploaded an illegal content,” Musk was sent on Saturday.
Some governments have noticed, and India’s IT ministry will issue an order on Friday states that X must take action to prevent Grok from publishing material that is “obscene, obscene, obscene, indecent, obscene, obscene, or otherwise prohibited by law.” The order stated that X must respond within 72 hours or lose the protection of the “safe harbor” that protects against legal liability for user-generated content.

French authorities also said they were taking action, as the Paris prosecutor’s office told Politico it would check the amount of porn stories on X. France’s digital watchdog said three government ministers had reported the “illegible” to the prosecutor’s office and to the government’s online monitoring group “to be removed immediately.”
Malaysian Communications and Multimedia Commission too he wrote a statement stating that “it has recognized with great concern the public’s complaints about the misuse of artificial intelligence (AI) tools on the X platform, especially the digital manipulation of images of women and children to create inappropriate, grossly offensive, and harmful content.”
The agency added that it is “currently investigating what happened online on X.”
